After a Microsoft Security Cumulative Update, HTML5 content has "Permission Denied" errors, causing Next (and other) buttons to be disabled.

Steps to Replicate Issue:
The issue can be reproduced at will with the following steps:
1. Log in as Learner and launch web-based SCORM 1.2 HTML 5 Content
2. Learner clicks, Next until access Quiz page and notice the Next button is disabled.
3. If click function F12 (Developer Debug) , notice error message Permission Denied.
