Letter Generation in Non-Unicode MS SQL 2012 and 2014 Environment Fails When it Encounters a NULL in Date Field

After upgrading PeopleTools from 8.54.25 to 8.54.30, the letter generation process will not finish and always errors, failing to mark any communications complete. This happens when you assign communication manually or via 3C Engine, and try to run letter generation for the matching letter code and date range.

Run Status of Error

The issue can be reproduced at will with the following steps:

1. Manually add letter code to person communications or use 3C Engine to create communication records.
2. Go to Campus Community > Communications > Letter Generation.
3. Populate required fields on the run control.
4. Run the CCLTRGEN process.

The issue has the following business impact:

Due to this issue, users cannot successfully complete communications using the letter generation process.
