On : 9 version, Cobol Transcripts

ACTUAL BEHAVIOR
---------------
Service indicator codes with multiple effective dated rows are not being processed correctly for transcripts. When the service indicator has a transcript hold impact on an earlier effective dated row and no impact on the current effective dated row, the transcript is prevented from creation.

EXPECTED BEHAVIOR
-----------------------
Expect the transcript to be generated.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Assign a service indicator to a student with multiple effective dated rows with a TRAN impact on an earlier effective dated row but no the current one.
2. Attempt to create a transcript at Records and Enrollment > Transcripts > Transcript Request and get a message that there is a hold.

Due to this issue, users have to create new service indicator instead of adding an effective dated row.
