Error on Editing Work Experience While Applying for a Job (Doc ID 2258835.1)

On : 9.2 version, Other Issue with Candidate Gateway

When attempting to edit the Work Experience while applying for a job,
the following error occurs.

GetField: Field 'HRS_STATE_I.DESCR' not found in scroll level 0.
HRS_GLOBAL_CONTACT.Address.DynamicPage.OnExecute Name:SetFieldVisibility PCPC:28183 Statement:369
Called from:HRS_GLOBAL_CONTACT.Address.DynamicPage.OnExecute Name:SetCountry Statement:25
Called from:HRS_CE_D_WRK_SCF.Activate Statement:19
The specified field was not found in the indicated scroll level. This may occur with various PeopleCode built-in functions that specify a "scroll context" via a series of records and a field name.
Review the PeopleCode that is generating the message and the page definition and correct as appropriate.

The issue can be reproduced at will with the following steps:
1. Apply for a Job in External careers
2. Add Work experience row and save it
3. Try to edit the added Work experience row and error occurs
