ACTUAL BEHAVIOR

When Admin enrolls learner in a class, the manager gets the manager and the learner emails. The manager receives email - Approval requested for enrollment. The manager also receives the Pending Approval Enrollment with a Dear learner's name. Using the approval type - internal-mgr External- Special or ACTIVITY ENROLLMENT.
EXPECTED BEHAVIOR

Manager should only receive the manager email for approval.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create class with approval type internal-mgr External- Special
2. Admin enroll learner in the class
3. Login as manager and note receiving two emails, Approval requested email and learner Pending Approval email
