E-SEC: After Upgrade Users are Missing Menus Even Though No Changes Were Made to Security and Permission Lists Are Identical

Symptoms

After a PeopleTools upgrade in our Finance Testing Environment users are missing a menu that they have in Production. No changes have been made to the security configuration, the permission lists between the two Environments are identical.  It is evident that the menu still exists because PeopleSoft Admin accounts still have access to all menus and it's sub-menus as they did prior to the upgrade.

For example: Missing Menu is Set up Financials/Supply Chain > Common Definitions > Design Chartfields.
