ELM 9.x: 'No Matching Values Were Found' Message when New User searches the Catalog (Doc ID 2259477.1)

A new user has been created using the Copy User Profiles feature. When attempting to search the Catalog for Catalog Items (Enterprise Learning > Catalog > Maintain Items),
the following error occurs.

No matching values were found

The issue can be reproduced at will with the following steps:
1. Define new user using the Copy User Profiles option
2. Navigate to Enterprise Learning > Catalog > Maintain Items
3. Note displayed message 'No matching values were found'

The issue has the following business impact:
Due to this issue, the new user cannot search the learning catalog.
