E-PIA: Related Content Error When Using Different Date Format "ORA-01843: NOT A VALID MONTH" (Doc ID 2259481.1)

Symptoms

Date formats causing issue with the Related Content Link

When date format changes between users per the user's personalization's ( 'MM/DD/YYYY' V/S 'DD/MM/YYYY'), the related link throws error suggesting incorrect month value. We are using date as one of the parameter in the query. Looks like the query takes the date value as displayed on the page instead of the value in the database.

ORA-01843: not a valid month

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a custom query
2. Create Related Content by pointing it to an existing Applications page
3. Configure Related Content. Make sure the date is being passed from the page to the Related Content.
4. Navigate to the page with Related Content
5. Observe the error
