Not Able To Create New Transaction Configuration Under Guided Self Service (Doc ID 2261481.1)

Symptoms

When trying to save a new Transaction ID, receiving the following error

Field is Required: HR_MSS_CT_CFG - DESCR50 (124,64)


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Set Up HCM -> Common Definitions -> Guided Self Service -> Transaction Configuration
2. Select Add a New Value
3. Fill in Transaction ID and Regulatory Region Fields
4. Click Add
5. Fill in all required fields and click Save
6. Receive error.
