E-NV: NVision Excel Report's Date Fields Are Prefixed With An Apostrophe

Information in this document applies to any platform.
When running nVision reports, an apostrophe is added before each date value.
The issue can be reproduced at will with the following steps:
1. Login to PIA
2. Navigate to Reporting Tools > PS/nVision > Define Report Request
3. Run a report
4. Notice the apostrophe added to each date value in the output
Note: If the NvsDateToNumber is added to the nVision layout, the issue does not occur.
