ACTUAL BEHAVIOR
---------------
When using auto or mass packaging or repackaging to assign a Pell item type for the trailing summer term, some students are being awarded $1 less than what they are eligible for.

EXPECTED BEHAVIOR

Students should be awarded for their full/correct eligibility

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Award a zero efc student Pell for fall and spring terms, at 3/4 time each term
2. Award same student a different Pell item type in the (trailing) summer term, via a packaging or repackaging plan (not manually)

WHAT IS WORKING
-------------------------
The problem has been so far verified only with 0 efc students awarded at 3/4 time in the first two terms. Also does not occur if the summer award is made manually (not via packaging/repackaging plan).

The issue has the following business impact:
Due to this issue, users cannot award some students their full/correct Pell without manual intervention
