Pell Awarded for $1 Less Than Expected in Trailing Summer Term

When using auto or mass packaging or repackaging to assign a Pell item type for the trailing summer term, some students are being awarded $1 less than what they are eligible for, to bring them
The problem has been so far verified only in two similar scenarios:
Scenario 1: 0 efc students awarded at 3/4 time in the first two terms. The issue also does not occur in this case if the summer award is made manually (not via packaging/repackaging plan).
Scenario 2: 0 efc students awarded at some combination of full and half time the first two terms, and the goal is to award the summer term based on half time to bring the student up to exactly 100%. In this case, the issue will occur with any mode of awarding, and users will see a 9254 validation edit when attempting to manually award for the extra dollar.
