Total Performance Multi-rater Feedback Average Rating Display Not Displaying Actual Average Rate (Doc ID 2262310.1)

On : 9.1 version, Other Issue with ePerformance
Application Version : HRMS 9.1
PeopleTools Version : PeopleTools 8.54

ACTUAL BEHAVIOR
======================
Hence the numeric representation and graphical representation are not matching/displaying the correct average rating.

EXPECTED BEHAVIOR:
===================
The numeric representation and graphical representation needs to match/display the correct average rating.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Main Menu >Manager Self Service > Performance Management >Performance documents>Current Documents.
2. Selects the ‘Year-End Format’ from the Activity Guide dropdown for the Employee and clicks on the ‘Performance Review’ link in Document type column
3. Manager Year-End/Formal Feedback review page is displayed and then clicks on Behaviors button.
4.Select any one of the item in the Behavior section and clicks on the ‘View Graphical Rating’ link which displays the Average Rating in graphical representation.
 5. Average rating is ‘3’ based on the Manager and Employee Input but the same is not properly displayed in graphical representation. In the above screenshot it is showing more than 4 whereas actual average rating is 3.

BUSINESS IMPACT

Users are not able to view the correct average rating in graphical representation and hence leads to confusion whether the average rating is calculated as expected.
