Transaction Status In Smart HR Template Shows As 'Invalid Value' In Drop Down.

Invalid Value is displayed in Transaction status drop down in Transaction Status Page when HR Review Status is blank.
The issue can be reproduced at will with the following steps:
1. Navigate to Main Menu ~ Workforce Administration ~ Smart HR Template ~ Transaction Status.
2. Select the HR Review Status as 'All'. Notice that Transaction Status is also defaulted to 'All'.
3. Now make the HR Review Status as blank, Transaction Status is shown as 'Invalid value'.
4. If you click on the drop down box for Transaction Status, no other values are displayed.
