E-PUM: Tnsping of the PUM Database Failed With Error "TNS-03505: Failed to resolve name" (Doc ID 2264495.1)

Symptoms

On : 8.55 version, PeopleSoft Update Manager

Cannot connect to the FSCM PUM 23 image setup inside VirtualBox 4.3.40, and when attempting to do a tnsping of the database (EP92U023),
the following error occurs.

"TNS-03505: Failed to resolve name"

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Setup FSCM PUM 23
2. Do a tnsping of the PUM database from the host machine
