Cannot Initiate Delegated Guided Self Service Transactions from My Team (Doc ID 2264527.1)

Symptoms

After setting up delegation for GSS Request Reporting Change transaction, managers are not getting option to initiate transaction as proxies.


The issue can be reproduced at will with the following steps:
1. From the Manager Self Service Fluid Homepage, select the My Team tile
2. Note there is no Delegation option available.
