ACTUAL BEHAVIOR

Performance History graph Y axis labels are incorrect if EP_RATING starts at 0  

Under Main Menu > Manager Self Service > Talent Summary the Performance History graph will have incorrect Y axis labels if the rating model EP_RATING starts at 0 instead of 1.

EXPECTED BEHAVIOR

The Performance History graph should correctly show the Y axis labels if the rating model EP_RATING starts at 0 instead of 1.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. In demo, login as emplid K0MTX005 manager, which is KU0007.
2. Under Main Menu > Manager Self Service > Talent Summary the graph displays the employee’s rating correctly for EP_APPRAISAL_ID = ‘783’ which is 3.
3. However, if you change the numeric ratings from 1-5 to 0-4 (which mimics how our system is setup)
4. Under Main Menu > Manager Self Service > Talent Summary notice the “Performance History” graph is not correctly plotting the employee’s rating of 3 (Exceeds Expectations).
