E-CA: Defining a PUM Database Failed With Error "Fail to test Access ID/Password: Database connection error."

Symptoms
When attempting to connect to the a database using Change Assistant on a machine that does not host the PUM image or when attempting to define a target database in Change Assistant for doing an upgrade, the following error occurs:
The issue can be reproduced at will with the following steps:
Launch Change Assistant.
File > Add New Database.
Fill in the required fields for IDs & PS_HOME/PS_APP_HOME etc. locations.
Click "Next".
Error occurs.
