E-CA: Defining a PUM Database Failed With Error "Fail to test Access ID/Password: Database connection error." (Doc ID 2265393.1)

Symptoms

On : 8.55 version, PeopleSoft Update Manager

When attempting to connect to the database HR92U021 on a machine that does not host the PUM image or when attempting to define a target database in Change Assistant for doing an upgrade, the following error occurs:

Fail to test Access ID/Password: Database connection error

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Setup the HCM PUM 21 environment using VirtualBox 4.2.40 using Bridged Network Adapter
2. Access Change Assistant and define the PUM source database from another machine on the network
