Get 3C Engine AppEngine Errors (2,280) and (2,653) on PeopleTools 8.55.XX After Applying Fix for Bug 23509573

Upon saving a change on Maintain Applications component, when running the 3C Engine process on Microsoft SQLServer the following errors are encountered with Bug Fix 23509573 applied:
A fatal PeopleCode SQL error occurred. Please consult your system log for details.

During a CallAppEngine builtin function call, the Application Engine detected an error. The Application Engine log may provide more information.
The issue can be reproduced at will with the following steps:
1. Go to Student Admissions > Application Maintenance > Maintain Applications.
2. After adding a new effective dated row, save change.
3. Get 3C App Engine errors.
The issue has the following business impact:
Due to this issue, users are not able to release offers to students, since checklist is not created for offer letter.
