GP Core - Unique Constr On Seg Stat Where Intercomp Transfer Means An Employee Is Open In Two Cal's (Doc ID 2266074.1)

Symptoms

Trying to run Payroll where employees are open in more than one calendar and therefore have the ‘17005/318 - The payee has been suspended by Calendar Group %’ error message.
This scenario occurs for intercompany transfers who are changing paygroups.
Previously there would be an error message created but it would not prevent the payroll for the alternate Pay Group from successfully running.
Now there are instances when the Payroll runs to error with the attached output on the log file

Replication steps
===============
Action an intercompany transfer (or any paygroup change) where an employee will be identified in multiple calendar groups which are open at the same time.

Business impact
==============
Payroll calculations are running to error which means that all 17005/318 messages need to be cleared each time a payroll calculates to ensure it doesn't run to error.
