Grants Subrecipient Cannot Be Saved Due To IBAN Validation Errors Despite Having Valid IBAN (Doc ID 2266532.1)

Symptoms

Grants Subrecipient cannot be saved due to IBAN validation errors despite having valid IBAN

Error
 "Warning -- No IBAN format has been defined for this country. (9450,223)" and "Invalid country code in IBAN. (9450,218)" even if the vendor has a valid IBAN.

Steps
The issue can be reproduced at will with the following steps:
1. Add Georgia to IBAN Formats page.
2. Navigate to Grants >> Subrecipients >> General information.
3. Open a vendor and click on Payables link.
4. Check that the values for Bank ID, Bank Account Number and IBAN:IBAN Digit are available
5. Warning message occurred
