Symptoms

ACTUAL BEHAVIOR
---------------
When employee enters 0 against the field "TOTAL EXEMPTIONS" If no exemptions or Dependents are claimed, enter 0, the marital status should save as "0" in the State Tax Data.
Instead it is saving as "N" - Not Applicable.

EXPECTED BEHAVIOR
-----------------------
When 0 is entered for Total Exemptions the marital status field should be "0" not "N".

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Employee goes out to Self Service and changes the Arkansas state form to 0 Total Exemptions
2. Click Submit
3. Review Employee State Tax page

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot have employees submit the Arkansas state form correctly.
