Fluid Page access creates empty roots/folders in classic drop-down navigation

When granting users with page access to EOAWMA_MAIN_FL | EOAWMA_MAIN_FL | EOAWMA_MAIN_FL (menu | component | page), a lot of empty navigation folders start to show up when users open up the navigation bar. The user/role doesn't have other page access other than basics in order to log into PeopleSoft.

This page is the Approval tile in the Fluid page, however, when look it up in Find Object Navigation, it is associated with 15 other pages, all listed under classic navigation. However, all these pages are hidden page as delivered. Even when these pages are hidden, their root navigations still show up for the users, which create a lot of confusions when the users look into them. There is not way to hide these folders, as the pages are hidden. The temporary workaround is to remove the permission list from the folder in Structure and Content security page, however they would be re-associated whenever a portal syc runs.
