MISLEADING ERROR MESSAGE WHEN TRYING TO GENERATE VIEWGEN REPORT

Symptoms
When trying to print the source tax report for a canton having no employee extracted in the xml, the error message is not correct:
ERROR
-----------------------
"Report generation failed. (17051,281)
The report cannot be generated. Verify that input XML has proper data for this type of report and also check additional report parameters."
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to : Global Payroll & Absence Mgmt > Year-End Processing > Year End Process CHE
2. Open a definition for Source Tax
3. On page Process Files click the 'Print' button near the File.
4. Check ViewGen -> make sure the additional parameter '-l FR' is being used
