Form I-9: Preparer/Translator Certification is Incorrect Between 11/14/16 and New Form Date

According to the USCIS guidelines and the Oracle position paper regarding the new Form I9, "By January 22, 2017, employers must use only the new version, dated 11/14/2016 N for all new hires, re-verifications or rehires."
The old version of the form was used until January 22, 2017. Therefore, all I-9's between 11/14/16 and 1/21/17 were completed on the old form but will be printed on the new form. Employees who submitted their I9 between 11/14/16 - 1/21/17 will not have the required "Preparer and/or Translator Certification" field checked because this field was not required on the old form.
Other new fields on the form are defaulted to "N/A.", therefore the "Preparer and/or Translator Certification" field should default to “I did not use a preparer or translator.”
The issue can be reproduced at will with the following steps:
1. Print out Form I-9 that was filled out between 11/14/16-1/21/17, Navigation: Workforce Administration > Personal Information > Form I-9 > Print Form I-9
2. Note both the 'I did not use a preparer or translator.' and the 'A preparer(s) and/or translator(s) assisted the employee in completing Section 1.' fields are unchecked.
