Garnishments Not Deducting for An Employee Switching Pay Groups

We have an employee on record 0 that is active on the weekly payroll. He was set up with garnishments that were deducted weekly. We recently added a record 1 and are now paying him in a semi-monthly Pay Group. Note: Although he is active on the weekly payroll, we are no longer paying on record 0. We have noticed that garnishments are not being deducted from his semi-monthly pay ever since he was transferred. Assuming this is because his garnishments are set up with a weekly frequency. When I switch the frequency to semi-monthly on Garnishment Spec Data 5, it still does not deduct. I see lots of other frequency fields that I may need to change as well.
 
Garnishment deduction should be taken on record 1 that is in a different pay group.
