Add References Causing Error when Country Changes

Symptoms

When trying to add references (as an applicant) and changing the country from the default - experience multiple error messages and issues.


ERROR

This is the main error received when adding a new reference that has a different country:
First Operand of . is NULL, so cannot access member ChangedCountry
HRS_CG_CAREERS_FL.GBL.HRS_ADDR_WORK.COUNTRY.FieldChange PCPC:75 Statement: 1
The first operand of the dot operator is the NULL value, indicating the lack of any object value. As a consequence, the give method or property cannot be used.

This is the error when trying to edit a reference:
GetField: Field 'HRS_STATE_I.DESCR' not found in scroll level 0.

The specified field was not found in the indicated scroll level. This may occur with various PeopleCode built-in functions that specify a "scroll context" via a series of records and a field name.

Review the PeopleCode that is generating the message and the page definition and correct as appropriate.

Final error message received after trying to edit the 5th reference added:
GetField: Field 'HRS_ADDR_WORK.ADDRESS1_AC' not found in scroll level 0

The issue can be reproduced at will with the following steps:
1. Customer uses an Applicant in a Job Opening and clicks the Request References button
2. Then log in as Applicant and go to My Job Notifications
3. Then click the references notification
4. Click Add Reference button
5. Add the first reference and save. No issues
6. Add second reference and change the country, receive main error above, and are unable to save
7. Change the 'State' field (should be 'Province') and then they are able to save
8. Repeat this 4 more times, editing the 2nd entry to get the second error shown above when trying to change data and save.
9. At the last add, try to edit after saving and get the last error shown above.
