E-AS: Cannot Start Domain After PeopleSoft Application Server Renamed

On : 8.54 version, Application Server
Unable to start domain after Peoplesoft App Server renamed and re-addressed.
Server keeps looking to start on the old IP address.
Error messages are ;
140710.NREFMSPSAPPU01!JSL.3500.3016.0: JOLT_CAT:1568: "INFO: Compression threshold is set to 1000000"
140710.NREFMSPSAPPU01!JSL.3500.3016.0: JOLT_CAT:1008: "ERROR: Could not establish listening address on network //10.2.42.21:9000"
140710.NREFMSPSAPPU01!JSL.3500.3016.0: LIBTUX_CAT:250: ERROR: tpsvrinit() failed
140710.NREFMSPSAPPU01!tmboot.380.3580.-2: CMDTUX_CAT:825: ERROR: Process JSL at NREFMSPSAPPU01 failed with /T tperrno (TPESYSTEM - internal system error)

The new IP is 10.2.42.xxxx but the startup is still looking for 10.2.42.xxxx
