SCM Document Does Not Allow Deletion Of Draft Status Contract Amendment Document Once it is Executed (Doc ID 2275365.1)

Symptoms

SCM Document does not allow deletion of Draft status contract amendment document

Loss of functionality: Ability to delete an amendment document when in Draft status via delivered Document management page.

Sequence of events:
 1) Open an existing contract or create one.
 2) Click on "Add Document" to land on document management page and launch the wizard by clicking "Create Document"
 3) Once the wizard is completed and finished, a document is generated and is in "Draft status"
  a) Navigate to Main > Supplier Contracts > Create Contracts and Documents > Document Management page and click "Find an existing document"
  b) search for the document by "Contract ID" for which we created the document in step 2.
  c) System provides access to delete checkbox for this document.
 4) Open a contract which has an approved/executed document and is ready to be amended.
 5) Initiate amendment and notice the status of the document is back to "Draft"
  a) Navigate to Main > Supplier Contracts > Create Contracts and Documents > Document Management page and click "Find an existing document"
  b) search for the document by "Contract ID" for which we initiated the amendment in step 5.
  c) System GRAYS OUT delete checkbox for this document.

Expected result: System should allow deletion of amendment document if the status is still in Draft.

Workaround: None

Business impact: severe downstream impact as we have the document statuses driving downstream integrations and if the amendment has been initiated and determined as not needed, then system does not provide the ability to delete the draft version of amended document.
