Incorrect Setid is being Picked up in Location Prompt for Transfer through Fluid

Symptoms
While transferring the location of an employee through fluid page then in the location prompt Set Id of department is being picked up instead of Set Id of location. As result it can not able to find the location.
The issue can be reproduced at will with the following steps:
1. Login with manager’s id and transfer an employee through fluid.
2. Click on the Location prompt.
3. Then in the location prompt, Set Id of department is being picked up instead of Set Id of location.
