eBill 9.2: Customer Address Reflecting On EBill Is Not Correct When Customer Location Has Multiple Effective Dated Active Addresses (Doc ID 2276478.1)

ACTUAL BEHAVIOR
---------------
Ebill customer address is not displaying correct address.

EXPECTED BEHAVIOR
-----------------------
Ebill customer should display most effective dated active primary address.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Goto Customer setup - For location 1 ,Add new address with effective date as today's and bill to as primary address. Keep old address as active too. This will have location 1 with two sub rows of addresses with different effective dates.
2. Goto Ebill - Customer - notice it displays old effective date address.
