E-QR: RunToFile() Function With Parameter %Query_XLS Doesn't Overwrite Existing Files (Doc ID 2276660.1)

Symptoms

When using the RunToFile() function in peoplecode using the parameter %Query_XLS to run a query to an excel file, it doesn't overwrite an existing file.

Steps
------
The issue can be reproduced at will with the following steps:
1. Log in to PIA
2. Navigate to Process Scheduler > System Process Requests
3. Run the affected AE containing the RunToFile function with %Query_XLS parameter
4. Check the output
5. Re-run the same AE (which should retrieve different data)
6. Notice that new output contains the same data as the previous output but the file's date is updated
