GPESP: GPES_PAYSLIP Incorrect When Change Description For an Element (Doc ID 2277116.1)

Symptoms

If there are several effective dates in the payroll template, and from one date to another it is change the description of a concept, the GPES_PAYSLIP process ends in incorrect.
It should be able to execute the payroll correctly, even though there arel effective dates with different descriptions.

EXPECTED BEHAVIOR

GPES_PAYSLIP process should be correct even though they have several effective dates with different descriptions.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enter effective date in Payslip template (1-feb 2016) and change label for Salary base
2. Run Jan, feb
3. Enter salary increase for an employee from January
4. Run March
5. Run Payslip --> it ends in error
