Not Able To Add Or Update A Row In Action Reason Table (Doc ID 2277664.1)

Symptoms

Cannot add or update a row on an action reason table if corresponding action contains an inactive row for any effective date.

ERROR
-----------------------
You cannot create an Action Reason for the selected action (1000,2051)
The selected action is inactive as of the Action Reason Effective Date


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
 
1. Navigate to Set Up HCM -> Product Related -> Workforce Administration -> Action Reasons.
2. Open an Action Reason
3. Add a New Row for the Action Reason page with Effective Date 01/01/1901 with Inactive Status and Save the changes.
4. Navigate to Set Up HRMS -> Product Related -> Workforce Administration -> Actions.
5. Open the same Action that corresponds with the Action Reason you opened for step 2.
6. Add a New Row for the Action page with Effective Date 01/01/1901 with Inactive Status and Save the changes.
7. Add a New Row for the same Action page with Effective Date 01/01/1902 with Active Status and Save the changes.
8. Navigate to Set Up HRMS -> Product Related -> Workforce Administration -> Action Reasons.
9. Open the same Action Reason as in Step 2.
10. Attempt to make the Action Reason Active again by inserting a new Row with an effective date of 01/01/1903 and a Status of Active.
11. Click Save and receive the error.
