GPES: Incorrect reporting for VAC NDSFRTDS< 1 Day When Long Term Contract (Doc ID 2278886.1)

The actual behaviour for Peoplesoft is: it does not generate L13 and it adds in L00 when on the termination day the paid vacation and not taken are less than 1 day.
But really, it should not work like this if there is short term contract (law: BNR 04/2016 from the 12th of July 2016).
It is important to correct the behaviour because currently all the contracts that in their termination day have less than a vacation day to take don't have L13, although the contract is for years. The only contracts in which we don't have to generate L13 are the ones that are short terms.

If the contract is a short term contract then L13 should be generated for vacation not taken.

The issue can be reproduced at will with the following steps:
1. Use an employee with long term contract
2. Terminate the employee on 6th January
3. Add Positive value VAC NDSFRTDS=0.409
4. Calculate payroll
5. Review Individual Report ES.
