Financial Aid Term (FA Term) Will not (Re)Build with Enrollment Data (Doc ID 2279213.1)

Symptoms

When attempting to build fa term for a student, a certain term(s) will not (re)build based on enrollment data (STDNT_CAR_TERM). 

The term may build, but the 'build info' link will show a source or 'program' instead of 'term'. The issue tends to only affect some small number of students, or maybe just a single random student. 

The issue can be reproduced at will with the following steps:

  1. Navigate to Financial Aid > Financial Aid Term > Maintain Student FA Term > FA Term. 
  2. Click 'build' button.
  3. If term builds, click 'Build Info' link to verify source.
