PeopleTools 8.55.xx version, Performance Monitor Using Health Center

When accessing the health center the browser URL switches from HTTPS to HTTP and then requires a signon.

Expectation is that the URL will not change and access to page is granted.

The issue can be reproduced at will with the following steps:

1. Log in and navigate to PeopleTools, Health Center.
2. Click on Environment to access.
3. Observe the URL changes, and sign on is required again.
