When a benefit rate based on Months of Service is used for Medical plan costs, which value from employment dates is used to calculate length of service?
1. Long serving employee retires from active service, with pay and benefits
2. Employee enrolls in health plan where the rate is calculated using months/years of service
3. The months/years of service value needs to be constant as the employee's service accrual has stopped.
