In Fluid Employee Self-Service - in Person Talent Profile Competencies displays ALL fields when leaving a filed blank or editing a field
The issue can be reproduced at will with the following steps:
1. Self Service > Learning and Development > Talent Profile > Competencies
2. Click on Competency: Abstract thinking
3. Delete the 'Rating Model' information
4. Click Continue and receive a warning message
5. Notice More Fields have been added to the screen for input
