Pell Fails Validation with Edit 9129 when Awarded via Repackaging or Packaging for All Students in an Aid Year (Doc ID 2284401.1)

ACTUAL BEHAVIOR
---------------
When attempting to repackage Pell using the 'Validate Item Type' rule for students without a current non-zero Pell amount, the system is stopping the increase with validation edit 9129 - aggregate limits reached for federal programs. The same behavior is also seen when awarding the item type via a 'regular' packaging plan. No students are able to be successfully packaged with Pell using these methods.

EXPECTED BEHAVIOR

The Pells should be awarded/increased, as aggregate eligibility is not an issue.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set up repackaging plan to validate Pell item type
2. Identify student eligible for Pell without Pell or with a cancelled Pell item type
3. Auto-repackage student

WHAT IS WORKING
------------------------
It works to manually validate the Pell amount.
