Replace Service Coordinator functionality is not giving full access to Work Order pages

The issue can be reproduced at will with the following steps:
1) Add a new Service Coordinator (TEST_ACTIVITY)
2) Using ‘Create User Profile’ button, create an Operator id for the Service Coordinator
3) Define the Service Coordinator defaults
4) Create a Work Order with VP1 login
5) Using Replace Service Coordinator change the Service Coordinator from VP1 to TEST_ACTIVITY
6) Login as ‘TEST_ACTIVITY’ and retrieve the Work Order using ‘Manage Work orders’ navigation
7) The ‘Activity’ hyperlink in the Cost tab of the Work Order is disabled, so the operator id TEST_ACTIVITY could not submit the Work Order for approval
