E-PN: What Type of Push Notifications Can be Marked As Dismissed?

Goal
On PUM 21 Tools 8.55.13.
User does not have the ability to mark push notifications as dismissed. According to Peoplebooks, on the View All Notifications page, the user should be able to mark a notification as dismissed
Why is the 'Mark as Dismissed' option not available?
Replication:
1. Signon to PIA
2. Open the Push Notification List
3. Follow the "View All" link.
4. Select the desired item by clicking the checkbox next to it (this will enable "Actions" menu on the top row).
5. Try to select Mark as Dismissed option -option not available
