File Retrieval Fails When Using Query - Drilling Attachment URLs Linking To Files With An Upperca (Doc ID 2286514.1)

Symptoms

When attempting to run a drilling Query URL with files loaded to the system with upper case extensions, the following error occurs.
If the file extension is changed to lower case the file is opened successfully.

Error:
-------
"Requested file attachment SB_TEST.TXT is not available in database record PSFILE_ATTDET"

Steps:

1. Login To PIA
2. Navigate to Accounts Payable > Vouchers > Add/Updates/ Regular Entry
3. Add a new value
4. Select for the existing: Voucher ID: 00000327, Business Unit: US001
5. Click on the Attachments link then load two attachments with upper/lower case extensions (e.g. *.TXT and *.txt)
6. Navigate to Query > Query Manager
7. Create a new Query with Drilling URL (e.g. SB_TEST_Attachment_2)
8. View Query SQL

SELECT A.BUSINESS_UNIT, A.VOUCHER_ID, A.SCM_ATTACH_ID, A.ATT_VERSION, B.ATTACHUSERFILE
FROM PS_AP_VCHR_ATT A, PS_PV_ATTACHMENTS B
WHERE ( A.SCM_ATTACH_ID = B.SCM_ATTACH_ID
  AND A.ATT_VERSION = B.ATT_VERSION
  AND A.BUSINESS_UNIT = 'US001'
  AND A.VOUCHER_ID = '00000327' )

9. The Drilling is set on Attachment field.
10. Run the Query - two rows are displayed, one with upper case extension and the other one for lower case extension:

2 US001 00000327 VP12016-12-13-08.36.00.727 1 SB_TEST_1.txt
12. Click on the first row with extension loaded with upper case:
The following error occurs:

"Requested file attachment SB_TEST.TXT is not available in database record PSFILE_ATTDET"
