E-PIA: After Implementing SSO With OAM Pages Revert to Classic and Fluid is Not an Option

Symptoms
Using PT8.54 having issue with Fluid pages after implementing SSO with OAM client is experiencing issues with Fluid causing the pages to revert to Classic and Fluid is not an option.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into the PROD database > Favorites on the right side popout panel > Process Monitor (which is one favorite).
2. in Process Monitor hit drop-down menu at the top of the page and Fluid Home is no longer there as an option, also missing on the far right on the tool bar is the Icon for the side page that pops up with Classic View and Favorites icons on it.
Additionally some users are sent into Classic pages instead of Fluid, without trying to get into Classic.
