E-SEC: Invalid Signon Time For User XXX

On : 9.1 version, Security/LDAP

When attempting to login to Portal Hub,
the following error occurs.

"Invalid signon time for user"

The issue can be reproduced at will with the following steps:
1. Login to Portal HUB
2. error recieved "Invalid signon time for user"

The issue has the following business impact:
Due to this issue, users cannot login to Portal HUB 9.1.
