E-SEC: Why is it That A User is Able to See Specific Tiles However They Do Not Have The Permission List Required? (Doc ID 2289767.1)

Goal

An OPRID is able to see the Benefit tiles but when looking at the specific Permission List that OPRID does not have the access granted through that Permission List why?:

Example:

1. OPRID signs in and sees tiles. EXAMPLE: User see Benefits tiles.
2. Go to the fluid tile, the permission list that grants access is HCCPSS1021
3. Go to the query. it ONLY returns PS OPRID. and not any of the other users that can see the Benefits details tile.
4. Go on sql and run it and see the same thing, just PS oprid.

Sign in with an account you are able to see the tiles but cannot find a way to see what permissions for OPRID it belongs to, the Fluid permission lists only show PS as having rights to the Fluid tiles. So how is it that the User can see them and what are they linked to?  How can the User see the tiles if they do have the permission list HCCPSS1021 used by their OPRID?
