SAIP: Faculty Assignment Does Not Trigger REPLACEMEMBERSHIP Service Operation

On : 9 version, Student Administration Integration Pack (SAIP)
Event based integration has been enabled on the Target set up, but changing or assigning an instructor to a class via Maintain Schedule of Classes does not trigger REPLACEMEMBERSHIP.
Adding an instructor does not populate the "PS_SAE_INSTR_EXT" record until the "SAE_EXT_SYNC" process is run.
Expect REPLACEMEMBERSHIP to trigger when an instructor is added or changed on a class.
The issue can be reproduced at will with the following steps:
- Navigate to Curriculum Management > Schedule of Classes > Maintain Schedule of Classes.
- Access a class that is in scope and add an instructor and save.
- Check the PS_SAE_INSTR_EXT and no row present.
- Check the Service Operation Monitor and the expected messages have not been triggered.
