Event Start Date Time Delayed By 1 Hour At First Trigger From Event

When a new event is first triggered to send email, the Event Start Date/Time reflected in the Scheduler Event Report is delayed by 1 hour.

Event start time should be the time it initiated and so email will trigger on time with no delay,

The issue can be reproduced at will with the following steps:
1) Trigger the broadcast email from Event Email Communications.
2) Event Start Date/Time in Scheduler Event Report(@ Main Menu -> Marketing -> Dialog Monitoring -> Control Center -> Scheduler Event Report) reflect as 1 hour delayed from the actual trigger date/time.
