GP: System Elements Are Not Being Resolved For Element Segmentation (Doc ID 2290875.1)

Symptoms

ACTUAL BEHAVIOR
---------------
When we have element segmentation, the system elements like : CONTRACT NUMBER, CONTRACT BEGIN DT, or CONTRACT END DATE or CONTRACT TYPE (which we heavily use) are not being resolved.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.In job component add a new contract number to any employee in the middle of the month (i.e:20th)
2.Complete contract data information for the new contract
3.Check segmentation triggers being generated. Cancel any HIRE/TERM trigger and ensure you have a trigger CATEGRNT on 20th
4.- Run payroll for the month
5.Check Payee message for the newly hired employee:
"No data found for EmplID: KEG007 Empl. Rcd: 000 in the CONTRACT_DATA / WKF_CNT_TYPE table As Of: 2017-02-19 "
