Planning Engine Start Fails With Error ORA-01455: Converting Column Overflows Integer Datatype (Doc ID 2291087.1)

Symptoms

The planning engine PLI_PC_OM_KITS got shut down on production environment after a user made an update on a planned purchased.

Planning Engine Start Fails With Error ORA-01455: converting column overflows integer datatype

The analytic server log file contains an error message related to PSOPTSYNC record :

PSANALYTICSRV.26477 (1) [2016-10-11T07:57:06.586 6908147F@XX.XXX.XXX.X.XProbInst6](3) File: /filepath/ error. Stmt #: 425 Error Position: 0 Return: 1455 - ORA-01455: converting column overflows integer datatype
Failed SQL stmt: SELECT PROBINST, RECNAME, VERSION FROM PSOPTSYNC WHERE PROBINST='TEST' OR PROBINST='$ALL$'


The issue can be reproduced at will with the following steps:
1. Supply Planning > Create Plan > Load Planning Instance, the planning engine TEST doesn’t start.
