GSS Termination Transaction Not Updating Database When Effective Date is Less Than Current Row

Information in this document applies to any platform.
Managers can submit a termination transaction prior to current row. These transactions go through the approval process, however the database is not updated and no error/informational message is displayed.
The expectation is to have the data inserted into the database after the approval process is completed.
The issue can be reproduced at will with the following steps:
1. Log in as manager, using Guided Self Service Terminate an employee using an effective date prior to the current job row.
2. Log in as approve and approve the transaction.
3. Log in as administrator and go to job record and see that row was not inserted into the database.
